Windows 11 23H2
PSU be quiet! bn516 Straight Power 12-1000w
ASUS TUF Gaming X670E-PLUS WiFi 6E Socket AM5
I am trying to run Trials of Mana on Steam at 1440p full screen. The game gets 20fps in the menu and 18fps in game with 7% gpu activity and 2-4% render activity. I believe the game uses DX11 and has almost no graphic settings. At 720p it gets sub 60fps. Some of the cut scenes run at a reasonable frame rate though not all.

I tested Trials of Mana on my Intel Arc A770 Acer Bifrost on Windows 11 23H2 with latest driver 32.0.101.5971 running at 4K and I did not encounter any performance issue. See video of my test here: https://youtu.be/8cEEBZ3zi6Q
Please go ahead and do a clean installation of driver 32.0.101.5971 using DDU just to be sure there aren't any corrupted .dlls or keys. If you still see performance issues try capturing the performance data using CapFrameX or similar. You can find instructions here.
Upload the zipped .JSON file so I can analyze it and figure out why you're facing this issue.

I found a workaround!
Disabling the integrated GPU in device manager solved the problem. It is def trying to use the wrong GPU. I tried setting it to use the Arc GPU in windows graphics setting with no luck but disabling the device did.
This was after going through the clean install with the newer 32.0.101.5972. It auto installed upon restarting, and if it did not change anything I did not want to downgrade. Same behavior occurred so I did a little more poking and found the workaround of disabling the integrated GPU. I don't know if this problem is from the game, driver, or windows. This is the only app I have had a problem with.
If it would help in any way I will reenable the integrated GPU and do the CapFramX thing. Just let me know.

Assigning which GPU is used by each application/game is responsibility of the OS. You said you already tweaked the OS but just to be sure I found this 3rd party link that explains clearly how to do this: https://pureinfotech.com/set-default-gpu-apps-windows-11/
If you find that the game still wants to run on the integrated graphics then I would suggest reporting this to Microsoft - perhaps they can offer additional advice.
For now it seems the graphics driver for Intel Arc is performing quite well with this game.
