Did you copy 213_1031.BIN to the ME Flashlocal-win folder?
You should run the command as FWUpdLcl.exe -generic in the ME Flashlocal-win folder.
You need to download your drivers from HP site http://h20000.www2.hp.com/bizsupport/TechSupport/DriverDownload.jsp?prodNameId=3232101〈=en&cc=us&prodTypeId=12454&prodSeriesId=3232028&taskId=135

The firmware upgrades, HECI and LMS should be downloaded from the OEM site. The driver site above, http://h20000.www2.hp.com/bizsupport/TechSupport/SoftwareIndex.jsp?lang=en&cc=us&prodNameId=3232101&prodTypeId=12454&prodSeriesId=3232028&swLang=13&taskId=135&swEnvOID=1093
includes HECI and LMS downloads. Also, i found a similar issue here - http://forums11.itrc.hp.com/service/forums/bizsupport/questionanswer.do?threadId=1105560
You might want to try this.

Hi - I think you may actually be at a stage where you can now provision your system. You got the AMT Status message which tells us that your bios/firmware is loaded correctly. You will still need to get the HECI and LMS drivers installed if you want to make calls to AMT locally (from the AMT client itself.) But you should be able to quickly see if you can provision the system in Small Business Mode and then see if you can connect to it via the WebUI from your management console system.
