Updated OpenVINO Dockerfile

Is there an updated and tested dockerfile that supports the openvino notebook project? The dockerfile https://github.com/openvinotoolkit/openvino_notebooks/blob/main/Dockerfile gives the below error.

Could you please share the following information so that we can investigate this issue from our end:

According to the OpenVINO Notebooks GitHub page, the System Requirements for OpenVINO Notebooks are as follows:

We'd suggest for you to use the supported Python version (3.8 - 3.10) and see if the issue is resolved.
