I am having an issue were I am using Questa version 22.1 to simulate for Quartus version 22.1. I am getting the issue where it says, unable to checkout a viewer license necessary for use. I was able to use the tool yesterday without any issue.

Hi, I am having a similar issue. I recently got a license for Quartus Prime Pro 22.4 and more recently checked out a free license for "FPGA Starter Edition SW-QUESTA." The Questa problem returns an error and quits. It says I cannot checkout a "qsimstarter" license. Can you help me? I got another license yesterday, but it didn't help. (It is LP-117029).
Last year I had an earlier version of Quartus installed and had no problems running Questa.

I know that various problems with empty or non-functional Questa license files have been reported. I experienced a situation where a newly generated license wasn't recognized by Questa Intel Starter Edition. As it turned out, the license was correct, but there's an yet undocumented problem with license installation. According to installation manual, the license file shall be either listed in lm_license_file or mgls_license_file enviroment variable. This works normally. However, if a salt_license_server enviroment variable is present, because other Siemens software has created it, Questa is only checking this variable and skipping lm_license_file and mgls_license_file variables. The solution is to add the Questa license file to the salt_license_server entry.
