I used this exe:
w_fcompxe_novsshell_2013_sp1.3.202.exe
to install the compiler without having any Visual Studio installed. I had expected that a shell of VS2010 or 2008 would come with it, but it did not. How come?

AND I see the file name has no vs shell in its name. Where can I get the exe with the shell?

Yes, that was available in the installer without vs shell which you used, and a similar one with vs shell. If you have the usual license, you can download it at https://registrationcenter.intel.com

The name is based on what the package contains, rather than what you have. The one you want is parallel_studio_xe_2013_sp1_update3_setup.exe .
