Visual studio 2019 not working with Fortran extension

installed parallel_studio_xe_2019_update4_composer_edition_setup, visual studio 19 was previously installed.

Could load in old fortran project without problem, but when build or compile, always encounter error 

The Fortran compiler (ifort.exe) cannot be found.
