I use a University email address to request it, why intel denied mine?

To my knowledge, Intel discarded free licenses for non-commercial parties several years ago.

Intel does offer free licenses for students at many educational institutions. But nobody in this forum will be able to tell you why the request was denied. You would have to write back to where you applied and ask for an explanation.
