Intel HAXM Installation Failure(silent_install.bat is not recognized as an internal or external com)

Hello I have a dell XPS, running Windows 10 and has an Intel 7th Gen CORE i5. I am trying to download HAXM to run devices on Android Studio but I keep getting a failure message 

'silent_install.bat' is not recognized as an internal or external command,
operable program or batch file.
Intel® HAXM installation failed. To install Intel® HAXM follow the instructions found at: https://software.intel.com/android/articles/installation-instructions-for-intel-hardware-accelerated-execution-manager-windows

 

Can anyone help, nothing I have tried on any other forums has helped, I am getting desperate.
