how can i buy just a license for IPP (dont need whole studio product) ?
(Click on renew just brings me to the list of licenses screen without ability to renew)

Older IPP versions should be available if your license is registered for some new version of Intel software product that includes IPP.

You don't need to update your license.
If your license is for Intel Parallel Studio (IPS), you should find Intel® Integrated Performance Primitives for Linux*/Windows* under IPS. You can choose IPP version by clicking IPP link there.
