can anyone explain rate control algorithm in IPP H.264 encoder

I don't understand how IPP H.264 encoder computesQP for next frame. like this function:
void H264_AVBR_PostFrame(
H264_AVBR* state,
EnumPicCodType frameType,
Ipp32s bpfEncoded)

What algorithm is this?

No MB level QP adjustment, huh?
