Can someone provide some insight what the difference is between this Ubuntu 16.04 LTS Desktop:

which is supposed to be tailor-made for NUC7i7DNKE
and the "off the shelf" Ubuntu16.04 LTS Desktop installation ?

I understand that you would like to get more information about the difference between 16.04 LTS for Intel® NUC and Ubuntu 16.04 LTS for other systems. I would like to provide more information about it.
Standard images of Ubuntu may not work at all on Intel® NUC or may not work well. Ubuntu 16.04 LTS has been certified to allow users to make the most out of this operating system on our Intel® NUC. Keep in mind that Intel hasn't validated these operating systems. If you need assistance with Linux* on Intel NUC, check your distributor's website and forums for peer assistance.

Ok. Do I understand it correctly then that it is not Intel that has certified "16.04 LTS for Intel® NUC" but rather Ubuntu itself or some other part?

That is correct. Intel does not validate Linux on the NUC products.
