FWIW, I also have a NUC8i3BEH with a m.2 sata ssd that is not as quick as your EVO 970 that is running windows 10 quite well. I am not gaming on it but it seems to be surprisingly quick for an i3. I installed 8gb of Kingston HyperX Impact ram and left the bios at 0051 which was on the NUC when I got it. I hope the SSU provides some insight to what i going on with your NUC.

Try the following:
- Clear the Microsoft Store cache. Press the Windows key + R to open the Run dialog box, type wsreset.exe, and then click OK .
Note:
An empty command prompt window appears, and after about 10-60 seconds the window closes and Microsoft Store opens automatically.

I have done so but no change. I did have mint 19 installed before windows 10 and it had the same issue. Makes me think it is the hardware. I used a mechanical drive that I had and no better there.

Managed to get a warranty replacement, new NUC runs perfectly. It was a faulty MB most likely.
