I did a lot more research and technical support help and reached a conclusion that Lenovo has listed the optane 16gb as a feature on their website https://www.lenovo.com/us/en/laptops/legion-laptops/legion-y-series/Lenovo-Legion-Y530-15ICH/p/88GMY501020. The only question to their support agents I asked was a 16 gb going to work before I go and buy it and try it. They told me basically that they could neither confirm or deny that a 16gb optane memory module would work even though its listed on their own website.
It was originally my own fault with the 32gb model because its not supported or listed but Lenovo fault on listing a 16gb on their site without confirming it would work.

To install intel optane memory and to accelerate better computer performance
we need The following
01.Compatible chipset based motherboard
02.Compatible Newer BIOS fimware , download from MB manufcaturer & then flash to MB
03.Compatible intel memory module atleast 16GB
04.Required intel optane memory sodtware 16.8.0.1000
05.Compatible Primary SSD or HDD atleast 100MB unallocated space at the end of the disk
06.seconadary hdd or ssd , if you need to configure RAID
