Hello,
I have Quartus installed on my Laptop (Ubuntu 20.04) but I wanted it also on my PC (Windows 10), so I head to
https://fpgasoftware.intel.com/18.1/?edition=lite&platform=windows
and tried to download the desired files (from Individual Files), the Legal Disclaimer appears, I accept it... and nothing happens, the download never stars

Have you tried to use different browser to download? Also sometime AdBlock can affect this issue, please disable it if applicable. May I know what is the particular individual file you intend to downloads I can give you direct link as an alternative. Below is direct link for Quartus Prime Lite 18.1 for Window

I was trying to download:
- Quartus Prime (includes Nios II EDS)
- ModelSim-Intel FPGA Edition (includes Starter Edition)
- MAX 10 FPGA device support
using Brave browser. But I managed to download them using Opera GX.
