Cyclone IV has a hidden internal oscillator that now is useable?

The Oscillator IP is for the MAX10 which has an oscillator in the die. But the oscillator isn't precise - it has a wide range of frequencies depending on temperature and other factors.

Ok, thanks. 

I thought that after selection of "Cyclone IV" in project settings were hidden IPs not compatible

I believe only Max series currently has the on die oscillator. My understanding is the existing FPGA series does not support it.

Yup. Sounds like this is a minor bug in the 15.0 software which isn't surprising.
