Encrypted IP in Quartus Standard Edition

Hello,

I'd need to provide an encrypted IP core to another user who uses one of the Standard editions of Quartus. My understanding that while Pro editions can utilize IEEE 1735 encryption, the Standard editions need a supplemental tool called Ampcrypt/Amplic.  How do I get access to this tool?
