Is there a way to get into contact with an Intel FPGA FAE covering the DC or Northern Virginia area?

you may find the Intel distributor DFAE in https://marketplace.intel.com/s/pmp-partner-program/a723b0000008PICAA2/distributor?language=en_US

Contact them first and see if they can divert you to intel FAE.
