As that page says, for newer versions of Quartus, you need to use the self-service licensing center here (after logging into intel.com):

This way it says: You do not have any products for which you can create a new license.
Contact Customer Service for assistance.
Yes, you have to purchase a license first, giving them your MAC address (which I recommend you erase from your original post), and then use the SSLC to actually generate the license file.

I assumed that Quartus is a free software.
I bought Terasic ADC-SoC development board with ALTERA Cyclone V.
Do I need licensed Quartus for programming this development board?
It depends on the functionality you need. Lite edition is free and supports Cyclone V, but you may want/need features only available in Standard. See the comparison here:
