How to create a counter in the schematic ?

Hi,

Just search online for Counter circuit & then in Quartus,

File->New->Block Diagram/Schematic File.

Click on 'Symbol Tool' icon & look for different flip-flop under 'storage' to design schematic circuit.

Refer the below screenshot,
