Never mind I figured out that it was an issue with my adblocker

Yes, usually, user will need to take note on the adblocker to allow the installer to pop out.

I'm trying to download version 18.1 of the combined file Quartus Prime Lite Edition Software (Device support included) but every time I click download it just shows me Terms and Conditions, which I select "I agree" to, and then nothing happens
