Pop-up says: Can't open dockable window -- can't load library "prt_pjnq.dll".

WinDbg shows db_llu.dll (line 172) and prj_pjnq.dll (line 340) loading.

Same results for Windows Defender disabled or for scan exclusion on C:\intelFPGA_pro\19.1\quartus directory.

Try by reinstalling the Quartus.
