Dear intel team
I am currently trying to compile in Quartus Prime Version 21.1.0 (Windows 10 Pro) an old project which was build in version 15.0.2 (no error in this older version). With 21.1.0, I get the following two error messages.
Error (138003): Can't write incremental compilation assignments. Quartus Prime Settings File C:/Users/....qsf is unwritable.
Error (140001): Can't write LogicLock assignments. The Quartus Prime Settings File C:/Users/....qsf is unwritable.
Even after manually deleting the files and recompilation I get the same errors.
I have full right for the project folder.
Do you have any idea how to solve this issue?

It compiled without the mentioned errors after I have done the following:
(1) Delete manually the .qsf file
(2) Project -> Clean Project
(3) Recompile Design
