Quartus II Web Edition crashing when opening new project wizard

OS: Win10

Quartus II Web Edition V13.1

When I select "New Project Wizard" by any means Quartus II closes instantly with no error message. No pop-up window proceeds it.

Saw a fix for a similar-ish crashing issue solved by preventing OneDrive from backing up your desktop but that did not work.

Have you try to run the Quartus as Administrator? Try to turn off any antivirus software.

You may try to install Quartus Subscription Edition to see if the similar issue occur.
