You should have two shortcut options under your 'Altera' -> 'Quartus' Start menu - one for 32-bit and one for 64-bit. Given you've upgraded windows to 64-bit after you've installed Quartus, I suspect you don't.
You'll have to re-install Quartus as, I strongly suspect, the installer won't have installed the 64-bit version on your (previously) 32-bit machine. Regards, AlexHi,
I even doubt, that with installation of the 64Bit QII 13.1 on a 64Bit OS you still get the 32Bit version installed (to be honest, why should you want to have the 32Bit version with 64Bit OS?)
