Should I be able to type Tcl commands in the Tcl console window of Quartus Prime Pro 18.0?

Output can be viewed, but the console accepts no commands.

On occasion I have seen it accept commands... after running a tcl script from the tools->Tcl Scripts window.

Yes. It accepts all the commands in https://www.intel.com/content/dam/www/programmable/us/en/pdfs/literature/manual/tclscriptrefmnl.pdf
