Where does .elf file get saved on my hardware (downloading elf process failed)?

Hi all,  

I have been trying to load "hello world small" onto my own design. But it keeps giving me "downloading elf process failed". So i am wondering where does elf file got saved on my design? My design right now only has a on-chip memory, would that be a problem?

I have tried adding flash & SSRAM to my hardware, but same problem still occurs. Any help would be appreciated.

realized that elf is saved in EEPROM (EPCS flash component from Qsys library), i am now trying to hook it up and see if it solves my problem. 

*plz correct me if im wrong
