fixed license work with quartus 19.1 but not with 13.0

I received fixed license with the mac address of my linux virtual machine.

when I run quartus 19.1 with the license file all works.

when I try to run quartus 13.0sp1 at the same machine with the same license file I received that Host ID type and value Not found (nic-id = 000000000000)

what is the problem? and why quartus 13 don't recognize the license file?
