programming fails, devices not OK?

Hallo Everybody, 

 

i bought 20 (probably used) parts of EPM7064SLC84-10 at ebay, so the history of the parts is not known. When i tried to program these parts using a UP-1 development board, i got the following error: 

Error: JTAG ID code specified in JEDEC STAPL Format File does not match any valid JTAG ID codes for device. 

 

In order to verify that the board and the toolchain is working properly, i took a EPM7128SCL84-7 that came with board, and everything worked fine. 

i just recompiled the model and changed the target device without touching any of the other parameters. 

 

Does that mean that the parts i bought are all scrap or is there a setting that prevents the devices from being identified by the programmer. I assume that these are used parts and were programmed before.
