'Intel SoC FPGA Embedded Development Suite (SoC EDS)' license

If I buy the license shown below, (https://www.intel.com/content/www/us/en/software/programmable/soc-eds/arm-ds.html) will I be able to develop 'bare-metal' applications on the Cyclone V Soc component used on development boards - I have a TERASIC DE1-Soc board?

Intel SoC FPGA Embedded Development Suite requires additional licenses for ARM* Development Studio 5* (DS-5*) Intel SoC FPGA Edition. The SoC EDS Standard Edition is supported with the Intel Quartus Prime Lite/Standard Edition software and the SoC EDS Pro Edition is supported with the Intel Quartus Prime Pro Edition software.

DS-5 is no longer for sale (see below), which is unfortunate because the current version's documentation and tools have problems.  I'm going through these issues using a DE1-SoC dev kit and bare-metal.  Still haven't figured it out fully, and Intel support is severely lacking.  Good luck!
