One core missing from my core2Quad Q6600

Sir, recently I noticed that in my windows 7 task manager there were only 3 cores in the performance bar (it used to be 4 before), while I have a core 2 quad processor . So I checked in the device manager but there also I saw only three processors , I have attached some photos of the task manager and device manager. So I used a well known tool called CPU-Z , even that shows that i have three processors !. I am quite worried about it . So please give me some help to recover my one processor .

Don't cores get shut off, if they're not being used, to save power?

No, I havent seen any of my cores shut since last 15 months , and immediately one core is shut to save power ??
