what is the relationship of mkl-dnn and mkl? is mkl-dnn part of l_mkl_11.3.3.210.tgz?

MKL-DNN is opensource library with primitives used in deep neural network workloads. It can be found on github. MKL-DNN is not a part of Intel MKL (neither 11.3.x nor 2017.x).
