Intel EMA - Doesn't report powerstate if operative system is not running

Hi!

We have noticed that Intel EMA doesn't report the powerstate of the Intel AMT device if running in "Out-of-band" mode. It only reports the powerstate when the operative system is running via EMA Agent. 

Why is that? 

The whole point with Intel EMA is to manage the Intel AMT Devices, therefore this system should support this!

Please fix it!
