Unable to create VLAN Intel PRO/1000 EB Network adapter under Hyper-V Server 2008 R2

Does the prowinx64.exe installation package include driver support for VLANs under Hyper-V Server 2008 R2? I successfully executed prowinx64.exe and installed drivers and advanced options.

prosetcl.exe adapter_enumerate correctly identifies 2/2 gigabit adapters on my motherboard. Both adapters are connected and working fine on separate subnets with VLAN tagging.

prosetcl adapter_createvlan fails with 'VLAN cannot be created.", regardless of the settings I choose.

I'm following everything as stated in the prosetcl.txt file, but am stumped.

Suggestions?
