reboot
Reinstall with https://www.intel.com/content/www/us/en/support/detect.html
If that does not work, make certain you are not blocking these ports on your firewall:
IDSA accesses localhost on posts 28385-28389. It also connects to www.intel.com, downloadcenter.intel.com, and downloadmirror.intel.com, all on port 443 (HTTPS).
If that does not wor: Download, run, and ATTACH (using the paperclip under the toolbar) the results of this utility:
