have this weird problem if i Enable Secure Boot from bios package and IA core power goes above 253 watts.
if secure boot is off it stays at 253 watts maximum

what kind of bug is that? or am i stupid and don't understand how things work? any help?

BIOS Versions 2503 and Latest BETA 2602 with latest microcode 0x12B fix

i have the exact same problem with both versions of BIOS

This is a Cinebench r23 bug. CB23 will always in some circumstances push CPUs beyond their power limits. In both of your graphics 'Core Power Limited Exceeded' and 'Package/Ring Power Limit Exceeded' is reported as 'Yes' regardless of the numbers shown against CPU Package Power and IA Cores Power. This is typical for CB23 Multi-Core with Intel K processors and can be ignored.

Installing a BETA BIOS like 2602 means that ASUS is open to feedback about it. So you could raise this with ASUS support and see what they say.
