Thank you for contacting the Intel community. The Intel® Xeon® Processor E5-2697 v4 is not unlock, usually when you get an unlock processor you will have in the BIOS the multipliers enabled and you will be able to increase the frequency and voltage, perhaps you will be able to increase the voltage but that we don't guarantee and we don't support because Intel does not support over clocking.
