If there are two masters which access one slave,what happend can be? 

 

is there any setting to setup which master is first or second?

Read the section entitled "Arbitration for Multi-Master Systems" in the 

Quartus II Handbook, Volume 4: "SOPC Builder". It will probably answer your 

questions.
