Making a certain clock frequency for NIOS

Hi all, i'm trying to build a SOPC system that operates with an arbitrary clock frequency that is lower than the main clocks of the DE2 kit (27MHz and 50MHz).  

 

Any helps would be highly appreciated.

You can use a PLL for that.
