Recently about 1~ month ago I have bought new hardware for my pc.
The parts I initially bought:
-Intel i7 8700K
-ASRock z370 Extreme4
-G.Skill Ripjaws DDR4 3200Mhz 2x8GB
-Scythe Mugen5 PCGH Edition
Since day one I have had microstutter / general stutter issues with my system, which are especially noticeable ingame. Everytime when there is 'load' such as loading a map/ui/trigger or event ingame then there will be a severe stutter/frametime spike
I have been on this issue since I have first installed the new hardware and even bought some other hardware to isolate the issue. I cant seem to find the problem.
Things I have tried:
-Reinstall Windows 10 (twice even)
-Install all the avaible drivers for motherboard / gpu
-Update bios to latest version (3.10)
-Disable C-states / XMP / Even tried running on default bios
-Changing voltages to a fixed setting (1.2)
-Updated firmware for SSD's
-Disabled all the Windows settings such as GameDVR and downloads
-Tried different power settings within Windows
-No other programs running besides the game and afterburner or hwmonitor
-Changed SATA cables
-Installed a new 750watt power supply
-RMA'd the GPU for a new one
-Tested the RAM with memtest, no errors
-Tested different games (CSGO seems to have major stuttering / frametime problems, but happens in every game).
Current full specs:
-Intel i7 8700K
-EVGA GeForce GTX1080 FTW Gaming 8GB
-G.Skill Ripjaws 3200Mhz 2x8GB
-ASRock Z370 Extreme4
-Scythe Mugen5 PCGH Edition
-Corsair RM750x (2018 version)
-Windows 10 64bit
At the moment im out of ideas what to try and the problems are still there. Really wondering if the new hardware I got might have some problems. I did not have these problems on my previous setup.
Any help is greatly appreciated.

Hello, rakker25. I will be more than glad to assist you.
Let us try the following: Boot your system using the minimal configuration meaning just the motherboard, processor, a single stick of RAM, storage and power supply. Test some games in minimum and medium graphics setting. Double check if the issue is presented.
Then, please test this processor with a different motherboard and, if possible, test your motherboard with a different processor.
Finally, if you do not mind, I would like to have a video of the issue.
