CPU may be broken

Errors when starting the system.
May run forever in BIOS, but the system won't start. What could be with the processor? The computer is not mine

The CPU supported by your friend's motherboard is E5-2699-v3, not the E5-2673 v4.

As you can see in the above link, you and your friend have problems with your configuration, using an incorrect processor.
