I5 11400 thermal throttling without high temperatures

Hi
In the last days i had a issue with the usage of cpu, so when i play any game the cpu give the 100% usage, the frecuencia down to 800mhz and starts stuttering and freezing.
Initialy i think that issue had to do with the thermal throttling, but i checked the temperature and usage of the cpu and gpu with MSI Afterburner, and the temperatures arrived about the 45-50 degrees, so can't exist thermal throttling
Other issue is when the cpu usage arrives to 100%, the gpu usage down about the 5%-10%

2. Which applications are open when this issue arises?
3. What is the make and model of your motherboard?
4. Can you provide the current BIOS version?

Additionally, have you checked the CPU usage in the Task Manager during these incidents?
