First of all, the achievable Core frequency gets lower as the number of busy Cores goes higher. The highest Core frequency is going to be seen when only a single Core is busy. Typically, if you are trying to monitor the boosting that is taking place, you are introducing a multi-core load and this is going to result in the achieveable boost rate being lower.
