i7-13700k issue

hello, i upgraded to an i7-13700k, msi z790s wifi and 32gb corsair dominator 5200 ddr5.

since doing so, i have an issue where the cpu is sending alot of programs to run off the 24th logical processor while the others do nothing really. when im gaming, the 24th is pinned to max, making my system jam up for a few seconds at a time until it catches up. 

if im gaming on my main monitor, the game is running on the whole cpu, all 0-23. but when i have the game open on monitor 1, monitor 2 activities like a web page or discord, for some reason they get pushed to 23 only according to project lasso which leads to the jam ups. when i tab over to the web page on the second monitor it goes back to 0-23 and the cpu frees up the 24th (23) logical processor.

 

i recently disabled my browser from using the 24th (23) and it hasnt really jammed up and it doesnt send all the programs to one logical processor to run, it spreads it out. i sometimes still have 10-12 peaking while some others are locked not doing anything.  not sure if the latter is normal cpu behavior, but i can be certain the former isnt. 

is it a faulty CPU thats making the programs swap to 23 only or is it software somewhere on my pc thats for some reason making the other processes like the web page and discord in the backround less of a priority and forcing them onto the 24th logical processor?

 

sorry if this doesnt make as much sense as it should im still learning the ins and outs of all this p cores and e cores and such.

 

drivers are up to date and so is bios. still having this issue.

photos only really show that some programs are being pushed to only 23 while having the affinity set for 0-23. i do have photos of the bars pinned to max as well as task manager showing it being pinned to max before i changed the browser and a few others to only run 0-22. now they dont get sent to 22 instead of 23, they run on all affinities. so why are the same programs that were sent to 23 only, now not being sent elsewhere once i disabled 23 as an option for them? why wouldnt they just be all sent to 22 instead? whats so speacial about 23?
