33bit PCI board?

Hi,i want to buy a PCI development board.There was a PCI Development Kit,Cyclone II Edition,but i think it is too expensive for me,because i just want the PCI part. 

So where can i download the PCI examples for this board ?maybe i can design a pci board myself.
