it is an Altera Cyclone V E.IntLib,I want to draw a PCB board with a 5CEFA7F23I7N of Altera Cyclone V E,but i don't have an Altera Cyclone V E.IntLib and i don't how to make it.can you help me?

You have not even said what PCB CAD system you are using. Most PCB CAD systems have template libraries of common packages, and tools that allow easy construction of packages as well. The F23 package is a standard 1mm pitch 22x22 FBGA footprint.

I am using Altium Designer.you mean I make it through the template libraries of common packages by myself
