Altera DE2-70 Digital Camera Development Platform Doesn't Work

I bought the Altera DE2-70 Digital Camera Development Platform recently. The LCD module does not display a welcome message when the board is turned on, and the LCD Touch Panel Display is greyed out and has lines through it in certain spots.  

 

Is my platform defective?

Is it also true that the VGA output is supposed to display a message on a connected monitor when the kit is powered up (without any files loaded to it?)

How many CD's come with the development kit? I ordered from Terasic. So many questions, so little time, and I'm just starting out here.
