Board design - how to connect VCC_PGM and does it need to be connected to the configuration memory?

When VCC_PGM is a separate power supply, does that need to be used on the memory connected to the AS_DATA(3:0) pins?

The pin connection guidelines do NOT indicate anything regarding what voltage should be used for a configuration memory part!  There used to be references for older parts regarding that.  Apparently, this isn't the case anymore!

For configuration device, may i know which device you are using? if it is third party, you may need to refer to their datasheet.

The configuration part is a Micron S25L128SAGMFI011.  Their data sheet just talks about voltage levels, not whether the voltage needs to be the separate programming voltage for the FPGA.  What does the FPGA expect regarding those EPCQ data inputs??  I remember that the Stratix III parts had reference designs that showed that the configuration part needed to use the same voltage source as the programming pins.  I am unable to find anything similar for the Cyclone V parts.
