the device 10ax115u3f45e2sge3 have 96 HSSI, but when i use >48, filter error  

 

Error (11999): Channel(s) under reference clocks: are 0 tx channels, 72 rx channels, which exceeds the capacity for the targeted device's HSSI strip, 48 channels. 

 

why?

You are correct that there are 96 transceivers. However you always must pay attention to the FPGA layout. 

 

For the Arria 10 that you are using, there are 48 transceivers on the left side and the other 48 are on the right side. 

 

Transceivers on the left cannot share the same reference clock as transceivers on the right.
