 I want to Configure for chip EP3C25E144A7 with Fast Active Serial Fast (AS Fast POR), Help me to setup MSEL pins ? you can't:

The quoted statement is at least misleading. The packages without MSEL[3] are apparently bonding MSEL[3] to MSEL[2] pin, leaving only the below listed configuration options:
