How to figure out the reliability of an FPGA based function?

I´m analysing the possibility of implementing several functions with a Cyclone IV FPGA. The requirement is that each function must fulfill with a maximun failure rate because it must meet with SIL2 integrity level. How can I assign the FPGA FIT figure to each functions? 

Can I divide the FIT value between the different function? Must I assign to each function all FIT rate as a worse case desigh?
